Clearly the existing buildings of the Old Cowra Hospital are worth nothing to NSW Health - the proposal is to demolish the buildings and turn the space into car parks, walkways and gardens.

However, if we can convince the powers that be that the main buildings are worth retaining, then the obvious thing to do (for me anyway) is to hand over management of the old buildings to a Co-op made up of residents on the electoral roll who would have one vote each. The discussions about allocation of space for non-profit organisations vs for-profit organisations can be resolved by the workers and local users of the agencies / organisations involved.

My preferred model of how to run the Co-op re discussions and voting etc is that it could mostly be done electronically ie Zoom or equivalent for meetings and some electronic voting mechanism. I think this Co-op would likely evolve into a DAO over time.
